Disable the Disability ....

When you talk about people with disabilities the picture that instantly comes in your mind are people with serious physical disabilities. However, the term includes a lot more. According to World Health Organization, this term includes all those who not only suffer physical disability but also disabilities that enforce activity limitations, participation limitations and other forms of impairment disabilities. Personal growth impairments are also considered as disabilities. It is important that you understand all these different aspects in order to know the importance of the situation.

People with disabilities of such kinds which you cannot perceive with your eye also require special care and attention and also our attention. You need to understand the effect that these disabilities cause to the person suffering from them. Some of these disabilities might be from birth, however, you will surely come across various disability scenarios where the person affected by the disability had either met with a recent accident or has undergone some serious illness that has rendered the person with the disability.

The issues related to disability is not merely the fact that the person is suffering from certain restraints in physical or mental or social aspects but it goes beyond this point in concern about the livelihood of the person effected with such disabilities. Governments and global organizations like the WHO are trying to find the solution to help these persons with the proper means of sustaining themselves.

Special movements for the people suffering from disabilities have been started to ensure that they are able to get the proper help and support that they deserve. These movements ensure that not only help and support is provided for a short term to these people but a long term solution is also available to them to ensure they are able to live a proper life by sustaining themselves. The several programs that are there to help physically, mentally and socially impaired persons include educating them about the different options that are there that they can choose to earn a livelihood and also to live with dignity. Education is also necessary for self care in certain situations where the people with disabilities must learn to take proper care for themselves and their conditions. It is also important to see that these people suffering from these disabilities are able to lead a proper social life and communicate with others properly.

At times, the disability that the person is suffering from is such that it might become a problem for communication. These disabilities include hearing disability, vision and speech disability and sometimes mental disabilities like cerebral palsy. In such situations it is important to understand the nature of the disability as well as the consequences. Apart from these issues these organizations also help people with disabilities to a normal domestic life, effective communication and at times financial aid. Without the proper care and help, it is next to impossible to help these people and it is essential to help them not only because they are part of our community but also because they are part of the humanity.

As far as the  point of understanding the problems of the differently abled persons is concerned......... Let's keep it real short , precise , way to the point .

Close your eyes , walk on lot of pebbles (Those are Indian roads and a person who is visually impaired) . Tie up your hand and stand in a busy Bazar to shop (That is Indian market for a person with a physical limitation ). Tie up one leg and try and get into an Indian train ( that is the journey by public transport for a person without a leg as sadly the disabled compartment is also full of able bodied people). Talk about being lonely , single , no sleep , no sex drive, no friends at a party (that is a person for you who might be going through a mental illness and is laughed, frowned and not understood and might be found dead because of our ridiculous mentality .

"The problem is not how to wipe out all differences, but how to unite with all differences intact.”
— Rabindranath Tagore

It is important to understand that disabled persons are like others with their own dreams and aspirations that they seek to pursue. Surely, they have a right to lead a life of dignity. Most of them are exceptionally sensitive about their disability and feel disheartened and disappointed if they are not treated well.

Often the way people treat the disabled in society is born out of  local beliefs like some people believe that disability is the result of an evil deed performed by the person in the present or previous birth. Disability then is treated as a punishment by the gods. Many people, therefore, treat the disabled with contempt and do not empathies with them...... secondly, lack of information because of which disability such as paralysis is treated as contagious. Many people refrain from going near a paralytic person, and thirdly, general rejection because of poverty or failure to recognise the potential and capabilities of disabled persons. Not surprising then, that they are treated as a burden on society.

It is worthwhile to recognise and identify their needs and create opportunities through which they are able to achieve self-reliance. What is important is to encourage the disabled to be self-dependent and self- reliant.

Apart from the endeavour of the government, this can be done both at the family level with involvement of family members, neighbours and friends as also at the community level through rehabilitation centres. People who interact with the disabled need to be sensitised to appreciate their special needs, abilities and potential for meaningful existence.

Disabled people have as much right to live with dignity as any other person. Fortunately, the law recognizes it, and has made due provisions so that the disabled could lead a normal life. Internationally, too, the proclamation on the Full Participation and Equality of the People with Disabilities in the Asian and Pacific Region is a landmark in this regard.

India is also a signatory to this proclamation and enacted the Persons with Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act in 1995. Thus, both domestic laws and the international proclamations provide for the enforcement of the rights of the disabled, and, also, to promote their welfare.

The rights and benefits include the protection of rights, provisions of medical care, education, training, employment and rehabilitation. These rights also include a barrier free environment for persons with disabilities, removal of discrimination against persons with disabilities in the sharing of developmental benefits, and other social security measures including establishment of homes for persons with severe disabilities, reservation in various posts and services, research and manpower development including vocational training.

The law not only makes provisions but also provides for machinery for the enforcement. For the implementation of these provisions, the Chief Commissioners are appointed at the central and state level. They have the powers to monitor the funds disbursed by the Central and State Governments in order to ensure that the funds released for the benefit of the people with disabilities are spent in the prescribed manner and for the stipulated purposes only.

People with a disability are often thought about in terms of what they cannot do. Yet often people with disabilities have amazing skills and are truly inspiring. With every disability also comes an advantage. Usually what is lost is made up with a significant increase in another area. A person without sight might have a highly developed ability to hear. An autistic person might be a genius in complex problem solving. Persons without hands learn to use their feet in the same manner. Nature provides a way to succeed. Encourage differently abled persons not to see themselves in a negative light. Instead, focus on the positive and special abilities that have been provided to them.

Being Positive ....Being Anurag :: 3rd

From the Diary of Anurag .....
